If a crane, truck or lift occupies a road, footpath or laneway, a permit is required, and a Traffic Management Plan has to be submitted with the application. That plan must be prepared by a qualified traffic management practitioner, and councils commonly take around ten business days to process the application.

The Plan Should Match the Actual Setup

Traffic management for a lift is not a generic document. It has to show where the crane stands, how far the outriggers spread, where the exclusion zone sits, how the truck gets in and out, and how pedestrians and traffic move around all of it. That is where plans prepared in isolation come unstuck. A traffic company has to ask the crane company for the setup details, then draw the plan around whatever they are told. If the crane arrives and the outriggers need another meter, or the delivery truck cannot swing where the plan assumed, the scheme no longer matches the site and the job stops while it gets sorted. We do not have that problem because both sides come from us. The setup position in the plan is the setup position on the day, and if it changes during planning, the plan changes with it. That also means fewer surprises at the permit stage. Councils reject applications for missing detail more often than for anything else, and setup detail is exactly what tends to be missing. Do I need traffic management for a crane lift?

If the crane, its outriggers, or the delivery vehicle occupy a road, footpath, laneway or parking bay, then generally yes. Councils and the state road authority require a permit, supported by a traffic management plan, before the work can begin. Lifts contained entirely within private property usually do not.

A TMP is the strategy document for the works. It covers hazard identification, traffic flow and volume, staging, working hours, emergency and public transport access, and incident response, prepared in line with the Road Management Act 2004 and Road Safety Act 1986.

A TGS is the on-street layout for a specific work zone. It is a scaled diagram, commonly A3, drawn to AS 1742.3, showing signage, device positions, taper lengths, controller locations, detours, pedestrian routes and driveway access.

The TMP is the strategy and risk picture for the project. The TGS is the drawing showing how one site is actually laid out. Most crane lifts need both, and they are submitted together.

It depends on road classification. Local roads fall to the local council. Arterial roads fall to the state road authority. Where a site fronts both, separate applications may be needed, which we identify before lodging.

City of Melbourne, for example, advises that applications can take up to ten business days to process, and other Victorian authorities work to broadly similar windows. Allow longer for arterial roads, tram or bus interfaces, CBD locations and anything requiring staged submissions. Timeframes vary by council, so we confirm the specific pathway for your site.

Authorities require evidence of public liability cover with the application. City of Melbourne, for instance, requires a certificate of currency for at least twenty million dollars. Requirements vary between councils, and we supply the certificates with the lodgement.
